The Reverend Fr Philip Wilson, as a recently ordained priest, was presented with a crime that the universal Catholic Church had not developed a policy or guidelines on. Fr Philip could not go to the Police without informing his parish priest and also gaining permission from his local bishop to do so.
When Fr Philip Wilson was ordained a bishop, he began making policies and guidelines for the protection of children against abuse – possibly the first bishop to do so.
For me, Archbishop Philip Wilson is a scapegoat for the historical omissions of the Catholic Church.
